Description of problem
Surplus of grain is not doing anything

Please explain your issue is in as much detail as possible.
Not sure if this is intentional or not but my surplus of Grain doesn't do anything even though in the tooltip for resource surplus it says it should (and I assume other resources could have the same issue - I tested fur before and had same issue with starting exp, though I thought that was intentionally capped)

I will attach all the screenshots and proof with regards to grain.
Screenshot 1 - Shows that I should get 0.60% pop growth from surplus
Screenshot 2 - List of pop growth modifiers doesn't show the surplus anywhere, only the base 0.10% from the capital bonus.
Screenshot 3 - Shows that I waited a bit, growth rate is same, at the top you can see a trade pending from the AI
Screenshot 4 - You can see this is a standard trade of 1 grain from my province to the AI
Screenshot 5 - As you can see I only have 11 grain surplus now as I traded 1 away, however the rate is still the same
Screenshot 6 - I waited for the month to tick over, the growth rate is still the same.

Steps to reproduce the issue.
First I tried going from 11 to 12 grain surplus, this should increase the pop growth in all of the cities in the province however, nothing changes.

Then I do a trade to decrease it back from 12 to 11 and same problem, nothing changes. And ofc I waited a month to tick over as well just to make sure it's not a display issue.

Looks like the additional surplus modifier has no effect and it was forgotten to be added, I assume this is a simple matter of just adding the number to the equation that calculates growth rate, though this issue could also affect all the other resources in which case, I feel sorry for the programmers who have to go through every single resource in this game to check each modifier.

Nevermind, I just realized that the bonus only affects 1 city, the province capital, not all the province. Which is kind of odd considering some effects are empire wide, some are province wide and apparently some are only just capital-wide.

I feel like the info isn't really conveyed very clearly tho.
