Description of problem
You can sack the same city repeatedly without sieging it thanks to governor armies

What platform are you playing on?
Steam

What game version are you running?
1.3.2

Please select any/all DLC you have enabled.
Hellenistic world flavor pack

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
If your ruler is sieging a city and another army assigned to his region occupies any enemy territory, it will trigger the sacking event *every* time.
Even if a fort removes the occupation and you siege it back.
There are diminishing returns, sure, but you can get a ton of money this way.

Steps to reproduce the issue.
Load my save and unpause, everything is already prepared.

To do it yourself:
1. Assign your ruler to an army.
2. Assign governor troops to him as well.
3. Declare war.
(To make things easier, remove troops from the other country and disable AI)
4. Start sieging a city with the army led by the ruler personally.
5. Siege other territories with your governor armies.

You will get a sacking event for the city after every finished siege.
