Wrong rulers

1.4.0

Please select any/all DLC you have enabled.
Hellenistic world flavor pack,
Epirus flavor pack

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
When starting a new game, the rulers of different realms are mixed. So there are wrong rulers everywhere.

Steps to reproduce the issue.
Start the game -> New Game

Sounds like a setup problem on your end. Could you do me a favor and try deleting your Documents\Paradox Interactive\Imperator folder, and see if that helps? And if it doesn't, reinstalling the game and making sure you have no mods or anything that might alter the game files.
