Whale Fat Candles treasure doesnt work

Please explain your issue is in as much detail as possible.
whale fat candles bonus isnt being applied to pops. I have waited at least one month to check again. I checked wrong culture group, wrong culture, inside town, inside province and outside province. No bonus given to the territory/province/nation.

Steps to reproduce the issue.
Put the Whale Fat Candles treasure in a shrine. Check if bonus is being applied as assumed.

Hello there, thanks for your report. I'll take a look at it, and I'm pretty sure I already know the issue (country modifier instead of a state modifier, so it doesn't work as it should).

I think the term "state modifier" is ambiguous as I would link state to the nation and not the province. But awesome to hear it's a nation wide thing.
On that node, there are treasures with "primary culture happiness +5%" and "state religion happiness +5%" which do only work on a provincial level. So should these two also be nation wide? Or is the wrong culture group happiness bonus the only one that's nation wide? (Or am I mistaking here? :p)

So let us clarify province/state first. In Script, a territory is called "Province", and a Province is called "State, which can get pretty confusing as we keep jumping between Script terms and in-game terms.

As for treasures, all treasures are meant to have a local effect in the State where they have been deposited, so they can either use province or state modifiers to accomplish that (as all province modifiers also works at a state level, I believe). Right now though, this one specific treasure have a nation-wide modifier, but the game simply doesn't understand how to interpret it.
