Please explain your issue is in as much detail as possible.
Rome vs. Macedon and allies; fabricated wargoal on Epirus, declared was with "Take Epirus".
The war went well enough, mostly victories. Inital naval landings were at Nikopolis (capital of Epirus province) and . Eventually I noticed that every time I occupied a province, the warscore (which had started negative) would move further negative. After occupying about half of Macedon, I got the alert warning of a white peace due to lack of occupation of the wargoal. Looking at Sue For Peace, I saw that the wargoal was not achieved. Searching the map for the capital of Epirus, I eventually found it as the first province I'd occupied. Part of Epirus was conquered by the adjacent country of Baloia; one Macedonia province is stranded beyond their territory. I can select Nikopolis in "Cede City", so that much of the code considers it occupied. The white column marker for the province capital appears in Nikopolis, and the tooltip for Cede Province cites it as the capital. But Cede Epirus remains greyed out. The war is apparently unwinnable due to success making the warscore worse, as well as occupation of the wargoal not being recognized. Two files uploaded to show the beginning of the war, as well as a later stage when I did more investigation.

Steps to reproduce the issue.
I have no steps to reproduce this effect. It does persist in the saves over reloads and restarts.

You have to occupy the province completely, not just the capital.

So, must be that one Macedonian province stranded beyond the borders where I didn't have access.

I'd thought I'd seen provinces becoming eligible for annexation once the capital and all fortresses were taken, as opposed to every last province. But of course the latter is usually the case. I'll have to look specifically for that, I guess.

FWIW, from that same save I instead took Baloia, then turned around and attacked Macedon, in which version of the war I did get to a positive score -- though not right away.

Does the "haven't occupied wargoal" penalty you start with keep increasing over time? That might explain why every victory drove the score more negative -- not because of the victories, but just coincidentally as time passed while the battles and sieges were fought.

They are two diferent things:

- To take a province in a peace deal you need to occupy the capital and all forts.

- To get positive score in a "conquest x province" war you need to occupy all and every single city in such province. Every month the attacker fullfill it, he gets a +1 warscore (up to +25) and every month the attacker don't fullfill it the warscore get a -1 (up to -25).
