Please explain your issue is in as much detail as possible.
When the revolt was defeated by their own nation the war goal just vanished but the war against those in support of the Revolt continued.
If a nation wins a war and takes the war goal another nation is fighting for, has a claim to, the new owner should step in and fight for the land.
Steps to reproduce the issue.
Start a war with a Revolt which is supported by at least one other nation.
Let the Revolt fold to their original nation and cease to exist.
Now you're fighting for a city you can't conquer because it has changed ownership against nation(s) you can't reach thus making it impossible to end a the war except giving up your own land...
