I'm playing as Rome in an aggressive war against Carthage. My war goal is the province of Siculia in Sicily. He owns all but three cities, Messana, Tauromenium, (which I own), and Gela (which the Sicania Revolt owns. Sicania owns the rest of Sicily). I occupy all of Carthage's Siculia, even the Islands of Liparae. The war score screen shows that the Defender still controls the province. I occupy Sardinia, Carthage, and a large portion of their territory, and have won all battles. To test to see if this was because of Gela either being owned by a revolt, or because it was not occupied me, I let Sicania and their revolt retake the city each once, then declared on Sicania Revolt and occupied the city myself. Neither action changed anything. I also gave occupation control to subject states with no change.
