Please explain your issue is in as much detail as possible.
Just trying to calculate the max. size of my armies before declaring war by using the Supply Mapmode (Ctrl-U) I was able to spot the enemies armies when the "Weight with my army:" just jumped above the expected numbers hovering around.

While it's ok that the game doesn't lie to me as a player it should lie to me when I just can't know for sure that some invisible army is parked on a city. As soon as I can see it their weight should be included in the calculation. But when I can't see it there is no reason that the enemies weight should be shown in any circumstances. Otherwise there would be no reason for a for of war at all.

That may sound like a suggestion but it isn't. If IR shows me invisible armies by showing me their weight impact it's a bug, maybe a feature for those who are looking for it, but no, it's a bug - or the fog of war is a bug and I'm pretty sure nobody would like to lift it without using a dedicated mod intentionally.
