Vassals/feudatories getting “stuck” attacking barbarians (as Carthage).

Playing as Carthage, when a barbarian horde spawned near Tripoli, my feudatories all moved armies to the city next to where the barbarians were sieging a fort, the barbarians had between 8k and 10k troops while the feudatories armies were from 4K to 12k. The different AI would start marching to relieve the siege, then the other feudatories would also begin marching and the first army to start would be canceled by the AI, causing every other army to also cancel its move. This happened over and over again, but not always in the same sequence as different armies sometimes started the movement cycles. Even worse one of my armies with a disloyal general also joined my feudatories in starting a march then canceling it. This continued until I brought in a relief force.
Steps to reproduce the issue.
Play as Carthage, spawn barbarians with a 8k-10k stack and have them siege a province. Only have feudatories armies and or a disloyal general present. Armies will cycle to attack and then cancel, I’m not sure if it the armies decision being influenced by the other AI committing to the attack that causes them to cancel or something else.
