Unable to colonize a province with a holy site

Please explain your issue is in as much detail as possible.
There is a province Epiduaros in Arcadia which is uncolonized (at least at the current moment in my game), however it seems that I'm unable to colonize it at all. I suspect it might have something to do with the limitation of being unable to move units in or our a province with a holy site. The province next to it does not have a holy site and I was able to colonize it without any problem.
Every province that is eligible to be the source of a colonizer just disappears from the list of potential choices. In the attached case it's Argos. You can see that it has the right religion, right composition of cultures, enough pops etc, yet I not only cannot colonize, but Argos isn't even on the list.
If I remove Roman slaves from Argos so that it becomes ineligible to be the source of a colonizer, it will appear back on the list.
