Description of problem
Troops need to get back to territory before fighting a war.

Please select any/all DLC you have enabled.
Hellenistic world flavor pack,
Epirus flavor pack

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
Your troop won't siege (or fight enemy allies) if you declare a war when they are not on your territory. You need to get back to your territory and come back on the enemy territory in order for them to fight. Also happens when territories switch during civil wars.

Steps to reproduce the issue.
1) Ask and obtain military access and a neighbour of your target.
2) Move your troops on that territory.
3) Declare war to your target.
4) Move your troop on the target territory.
5) Notice that your troop do not siege.

Do you mean they can't ever fight in the war, or that they can fight normally once they return to your territory?

If it's the latter, then it's working as intended. They are getting black-flagged (a black flag appears next to them) indicating that they need to return to their territory. That's to prevent countries from exploiting military access to gangbang their enemies from all fronts.

This sounds like exiled troops to me.

I'll need a save, as this does not repro for me with the described steps to repro.

I guess this is working the right way then. I just learned it the hard way. To be fair, I though befriending my enemy neighbours in order to get millitary access and then get a quick way to attack was part of the millitary strategy.

I believe that if you do it through an ally you've called into the war it should be fine. Mere military access though ends up blackflagging them.
