Tribal capital pops don't promote to citizens and nobles

Please explain your issue is in as much detail as possible.
When the capital of a tribe is a settlement the pops don't promote to any rank higher than freeman. Once the ratio of freemen is higher than the ideal ratio, they will instead demote to tribesmen/slaves. This behavior does not persist once the settlement gets upgraded to a city.
