Please explain your issue is in as much detail as possible.
The capital's tax income is equal to zero but the detail in the tooltip says it should be more like 0,46. I didn't pay attention at when it occurred. Maybe when i upgraded the territory from a settlement to a city.

Not sure if that makes it truly "intended", but the official statement on a similar issue (negative research) was that it is perhaps "okay", as long it is connected to having raised levies:


EDIT: My link is likely unrelated, as levies shouldn't affect taxes produced by slaves.

But slaves doesnt count in levies. So they would produce taxes.
