Please explain your issue is in as much detail as possible.
As far as i check it, the problem only occur with state clients which made through MISSIONS. Their main culture is not integrate and have rights only of free citizens, not aristocrats, so such countries have some debaf. I playing epirus, so it is sparta, thessaly, magna graecia. Also ai countries have such client states too. To find the issue, i downloaded and used toggle debug mod (so i could switch countries) I hope it is only my problem, but if not, i hope you know what to do. At least upgrade toggle debug mod which could easily manipulate with cultures)) thanks
Steps to reproduce the issue.
try to free them - do not help.
annex their territory through diplomacy and free it later - it is fix culture, but it would be another country without special bonus.
I do not sure for 100% if phrygia(state client of thrace) has such problem at start, but now( i free it from thrace through war about 10 years ago) do not have such problem.
