Description of problem
"Stabilize and Grow Venedia" turned into "Growth of Venedia" and more issues

Please explain your issue is in as much detail as possible.
There are several issues, besides the strangeness of the name changing:

Firstly, the "Finish Mission" button refers to a mission called "Embellish Seurgium", which either doesn't exist or is hidden behind other missions.

Secondly, the "City of Seurgium" mission requires appointing a governor, which cannot be done in the home region.

Thirdly and most weirdly, there was initially a "Aestian Settlement" mission which I completed. I was not able to proceed down the tree from it, as the lower missions instead changed to requiring the completion of a "Strengthen Seurgium" mission. On reload the completed "Aestian Settlement" mission was replaced by an uncompleted "Strengthen Seurgium" mission.

The attached zip contains save files from before and after the swap.

Thank you for making this very clear report (and for including your save! This is invaluable to investigate things like these).

Firstly, the "Finish Mission" button refers to a mission called "Embellish Seurgium", which either doesn't exist or is hidden behind other missions.

This is just a visual thing actually, the mission can be ended by either of two tasks and you will only ever have access to one. So this is a bug but not one that would stop you from progressing :)
I was able to finish the mission fine by completing "Growth of Sergium".

Secondly, the "City of Seurgium" mission requires appointing a governor, which cannot be done in the home region.

This was a bug with how a requirement was checked it turns out, the problem is not that it wants a governor (the ruler is good for this check), it is that it was looking in the wrong place for one. The included saved allowed me to find and fix this very quickly so thank you for that :)

Now for the weirder thing:

So this one is interesting. There are actually two things here I want to fix:

1. It seems somewhere along the game decided that in your case the mission itself should switch from the one aimed at cultural assimilation to the one aimed for strengthening a region. This is because the cultural majority shifted in the main territory it was focusing on. This is something the mission needs to handle.

2. Since your ruler was also leading troops and was off gallivanting in his home region (as rulers do) it failed to realize that the entire mission should have been one to build up your capital, this one is actually easy to fix but would likely have been hard to find without your save :)

Oh, this was also a problem in the conquest mission tree. The end reward was creating a city, which was also done in the location of the ruler rather than the capital.
