Spartan Heritage Levy Bonus not applied

Please explain your issue is in as much detail as possible.
Spartan Heritage should be applying an extra 2.5% to the Levy Modifier, as indicated in the game files and tooltips; however when the Levy Size is calculated the bonus is not applied.
Steps to reproduce the issue.
Start game as Sparta, look at the Levy Sizes. Problem further demonstrated if you change Military Laws, the resulting values are consistent with the bonus not being applied.
