Some tooltips can't be hovered over

Please explain your issue is in as much detail as possible.
A lot of tooltips have inner keywords you may want to hover over. But you can't cause on your way to the tooltip your mouse pointer triggers something and the tooltip disappears or is replaced by another one even if you locked it. Especially noticeable in Missions screen.
Steps to reproduce the issue.
1. Start game as Rome.
2. Select a mission Roman Italia.
3. Out of the top 3 mission hover over any of the two left ones.
4. Tooltip appears to the right.
5. Lock the tooltip with a key or wait depending on the locking configuration.
5. Try to hover over the tooltip.
Result: Tooltip disappears at some point before you can hover over it.
Expected result: you can hover over tooltip and activate new tooltips.
Note that if you activate lock mode Mouse Tendency the issue is not there for some reason. You can also zoom out the mission list and then it works fine.
