Slaves migrate like they can come and go as they please

Please explain your issue is in as much detail as possible.
Slaves can move from territory to territory. This is not pops migrating and then demoting to slaves. This is slaves moving as they please, like they don't have someone who tells them where they have to live.

Steps to reproduce the issue.
load up the save and look at the territories marked in the screenshots.

I may be wrong but I think it's intended.
slaves can be sold and brought like any other commodity, so a patrician in another territory may have brought him

slave estates and other buildings reduce the chance of it

Migrating slaves where debated in the past, e.g. here:


1.2's changelog clearly stated that it shouldn't be the case at all, but many example since that time show that it either never worked that absolute or got (silently) changed again. The current behaviour is -in my experience- that they can only migrate, if they aren't needed to maintain the production of a surplus tradegood. And even then the overall "ongoing pop processes aren't affected" can play you a trick:
