Please explain your issue is in as much detail as possible.
Sieges getting won at 0%. Seen it at least 10 times happen, probably already aware of it but as of 1.03 it's still happening.

The indicator is just that, an indicator - not a percentage chance of the siege being won.

When in the siege view, is there a chance of surrender? It may be low (6% for example) but possible. You can mouse over the percentage chance to see the breakdown of the rolls.

I do not believe this is a bug at this stage.

I'd have to investigate that, do a regular save in that case.

Wouldn't it if what you say is correct, make more sense to go with the lowest value? (the 6% indicator) Rather than giving a 0% which gives the players a false sense that it has time tot relieve the siege.

I never saw a 0% siege in EU4 being completed for example.

I never saw a 0% siege in EU4 being completed for example.
I believe the percentage shown is an abstraction, as for example on the first roll you don't have a -35% chance of it succeeding, it is 0%. Having a siege show just 0% for a long time (instead of the current system of starting below 0 and moving up) would be misleading to the player as well.

You need to look at the tooltip. It shows the actual fall chance on the bottom.
The numbers on the map are only fixed values that count up to show some progres.
