Seeking treatment gives 200 Gold to the treated person

Please explain your issue is in as much detail as possible.
The character interaction of seeking treatment for a disease costs 200 Gold. In case the suffering person is not the ruler itself, those 200 Gold are taken from the states Treasury and I would expect them either to vanish or to go to coffers of the character acting as doctor. However, the gold is added to the personel stash of the treated person - something I just can't believe that it is WAI.

Steps to reproduce the issue.
1. Call up the personel site of the character
"Chanakya Kautilya" (for easy finding: He's on the 4th position of the successors and inhabiting the office of the Samnidhatr)
2. Check his personal wealth (181 Gold)
3. Choose the option to give him treatment against Dysentery
4. Check is personel wealth again (381 Gold)

Just in case this is considered as a bug - it is still present in v1.3.1 (and if needed, I can provide also a new save from that version)
