Playing as Albania,year is 530,Settled Tribal.
half of my families are scorned without reason - by that I mean even a family with everyone working in government ,and other family getting 16% of the income are still scorned and loosing loyalty,no matter they work or they dont.

Steps to reproduce the issue.

a fix ive found for this is to restart the game, grant them a generalship and let a day pass. you can then just take it away from them after, the game will recognise theyre at least 2%

if this doesnt work you may have to drop them to 0% first before you do the whole process, sometimes the game needs it to actually be under the required amount when you launch the save so it realises a transition has actually happened
