Rome pays 5% more for Units

Please select any/all DLC you have enabled.
Hellenistic world flavor pack,
Epirus flavor pack
Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
Rome pays +5% more for all units then they should because I cant see any Modifiers effecting Rome at Start. In the picture you see the Base-prices f.e for Etruria while all prices are 5% higher for Rome!
Steps to reproduce the issue.
Start the Game, play Rome, have a look on Roman prices for Units. Go to Menu and look to any other country.
