Province capitals are relocated after wars

Please explain your issue is in as much detail as possible.
I believe this was a bug and adressed before. After a war multiple province capitals are relocated another city/settlement

Steps to reproduce the issue.
start war - finish war - look at capitals

I can confirm this for v2.0.1. After a peace treaty (complete annexation) provincial capitals seems to revert to whatever province has the most non-slave pops. For recent conquests as Rome this leads to the provincial capital reverting to settlements and non-cities. When you move it you get the province loyalty malus. Then next war peace treaty it moves back and thus you need to move it again and repeat the malus. Very annoying bug.

I annexed some nations in the Illyrica region and all my provincial capitals in Spain reverted so it does not appear to be related to a region specific issue.
