Pop stuck on citizen rights after mission

Please explain your issue is in as much detail as possible.
When I do mission Heirs of Alexander in Antigonid campaign, my main pop culture (macedonian) drop from noble to citizen rights, and I cannot change it. I have played two campaigns, in both had same problem.
As showed in image 'obavezno.png', when i finish Heirs of Alexander mission, it say that it will set my main culture to 'hellenic', but it stay 'macedonian', and it drop to citizen rights.
Steps to reproduce the issue.
