Pontus loses Cappadocian culture when Mithridates takes the throne; can't integrate it again

I tried playing Pontus for the first time. It seems when Mithridates takes the throne, Cappadocian is no longer integrated culture (despite the event saying it is the primary). Culture screen says it is my primary culture and I can't change the citizenship status - it is stuck in Freemen. All provinces with Cappadocian culture have the non-integrated culture malus and in general, Pontus no longer has a single integrated culture. This naturally tanks the ability to raise military forces and causes all kinds of other problems, with no easy way to remedy it.
Steps to reproduce the issue.
Play Pontus, fire the events. I tried it twice and with the same result.
