I have started six games with Tylos. In each, i start importing wood, and then start building triremes. The pirate risk indicator is 1%, but in all six games, a fleet of 7 pirate ships spawns within the first month.
Steps to reproduce the issue.
Play as Tylos
import wood
pirates spawn within a month
