I:R - Pirate spawn chance info at province and modifer not working?

Description of problem
Pirate spawn chance info at province and modifer not working?

What platform are you playing on?

What game version are you running?
1.1beta

Please select any/all DLC you have enabled.

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
I dont see a pirate spawn chance info at ports anymore (province info), nor is the "LOCAL_PIRATE_SPAWN_CHANCE" modifier working (showing at ports).

Steps to reproduce the issue.

Pirates don’t spawn anymore. They exist at all times in pirate havens on the map where they can be hired as naval mercenaries, or will go on raids against unfortified ports if they are unemployed long enough.

If you sink a pirate fleet a new one will be created at 0 strength in its home pirate haven and then rebuild over time to full strength before being operational again.

If you want to get rid of pirates you can burn down their pirate havens with a unit ability.

Yes, thanks, i did browse the changelog but i wasnt quite sure. So basically the LOCAL_PIRATE_SPAWN_CHANCE modifier is a blank then not working anymore? Because i dont find any reference to it anymore only in the modifiers_l_lang.yml.
Its just that i thought that things which are "cut out" the game for whatever reason are removed from the files.
If that'd be the case i wouldnt have asked in the 1st place i guess. Just saying.
