Out of Sync : Diplomacy - Mulitplayer not playable

Please explain your issue is in as much detail as possible.
Every mulitplayer game we start after about 5-10min the game is out of sync with description of Diplomacy. Each of us tested over 10 different Nation still the same result. In the last game i picked Ausetania and my friend picked Epirus. We did nothing for 5min with speed of 4 and we got out of sync. Reloading the save game will result in a direct out of sync.
Steps to reproduce the issue.
Start Multiplayer with two Players. Select any Nation and Start. Speed up to 4 and do nothing until game is Out of Sync. Takes about 5min.
