Please explain your issue is in as much detail as possible.
The Olympic Games fires too often when sending someone to the games and after it - so you can send more then one men away and can get multiple +5 Popularity!

Steps to reproduce the issue.
Play with an hellenic nation I guess - I released Cyprus with Antigonids and play independent cyprus, then get periodically these events.
