No raid city ability in Italic Traditions as Rome

Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
The Italic Traditions says that they have access to "raid city" ability but there is no tradition that unlocks this ability however. I don't know if this is intentional or an oversight.
Steps to reproduce the issue.
Launch as Rome, then mouse over all the military traditions and the other abilities show up in their respective areas on the list, but "Raid City" does not appear.
