Description of problem
No Omens, cannot assign characters

Please explain your issue is in as much detail as possible.
As I start a game, I get the usual notification that I can select an omen. Upon selecting that notification, I get taken to a blank omens window, There are no omens to invoke or gods to select, the area is simply blank. Secondly, the moment a character who holds office dies (Censor, Pontifex Maximus, etc) I cannot select a new one, I get told that I cannot replace the character because their loyalty is too low, unless their zombie is still plotting against me, I don't see how that's possible.
Steps to reproduce the issue.
None, Omens issue is present immediately, characters issue presents as soon as an office-holder dies and needs to be replaced. ( I attempted running the game without my two mods, it made no difference, the two mods are extremely minor, one just shows the gregorian date, and the other makes the map a bit brighter)
