No achievement for reforming Alexander's empire

Hellenistic world flavor pack,
Epirus flavor pack
Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
I did not get the achievement "No More Worlds Left To Conquer" for reforming Alexander's empire. I was playing as Thrace, didn't form anything else before taking the decision and becoming the Argead Empire. I had not even changed government form to empire.
Oddly, I did get the separate achievement for forming an empire.

Steps to reproduce the issue.
1: Spend many hours reforming Alexander's empire by decision, in an unmodded ironman game.
2: Sigh.
