Description of problem
Neighbouring country stuck in ghost war with me, can't declare war on them

Please explain your issue is in as much detail as possible.
Game mode: iron man
Two of my neighbouring countries who are not allied with me, are stuck in some kind of ghost war with me on the same side. Even though I have no current wars. (see SC1 and SC2).
But because I am not allied with them in any way (see SC3 and SC4) there is nothing I can do to fix this. I can't declare war on them or break the alliance, because we are not even in one.
To try and remedy this, I tried to attack their allies, but they just don't join. Going a step further I attacked the subject of one of them (Cheruscia has Bructeria as subject). But Cheruscia didn't join their subject, they even fought AGAINST their own subject (see SC5).
Steps to reproduce the issue.
I have no idea how I managed this, but I guess at one point I was in a war with them and then something went wrong where the end of the war was not handled properly.
EDIT: I have a suspicion it happens when you call a country in war with you and they for some reason don't join
