Please explain your issue is in as much detail as possible.
My Capital territory produces no research points - the tooltip says -6.87 from Pops. My nobles tooltip says 1.44, citizens 1.54. I get 0.44 nationally. I have just gone to the expense of making Academies to make more nobles and keep them happy.
Is there some hidden modifier (I can't find anything) that makes Tribal capitals produce no research to keep poor tribal nations in the dark?

Steps to reproduce the issue.
Be a tribe. Have supposed research producing pops (Nobles/Citizens) in capital.

Looks like the donkeys came from the capital. Can't research without them
