Navy mercenaries are free to disband

What platform are you playing on?
Steam

What game version are you running?
1.3.1 hotfix

Please select any/all DLC you have enabled.

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
Mercenaries are supposed to cost a segnificant amount to disband. currently naval mercenaries cost 0 to dsiband.

Steps to reproduce the issue.
