Wether its by government, idea, omen or whatever, "national citizen output" has an unlisted unintended effect on unit costs and by extention unit maintenance.
Steps to reproduce the issue.
start a new game was Marya or another nation that has acess to a national citizen output buff from the start of the game (like an omen). check the costs and maint. enact the omen, then check again.
