Please explain your issue is in as much detail as possible.
AI Countries lack and do not fill their ideas throughout the game. Please fix. It's been 4 years in-game time since I last took that picture and it still hasn't filled in its ideas.

Same issue here! The AI really weakens itself because of this (misses the positive effects from the ideas and the bonus for choosing the right idea groups)! The AI factions should (as the player) easily afford this small amount of political influence very fast after the start of the game.
