Message setting for accepting alliance doesn't work

Please explain your issue is in as much detail as possible.
I try to get a popup whenever other country accepts military alliance with another country.
There's setting "When a nation accepts an invitation to enter a Military Alliance with another nation", however it doesn't work - no popup, not even an entry in log.
Similar setting for nation rejecting an invitation for to enter military alliance works.
I'm playing as Icenia on British main isle.
