Loyal Cohorts in Powerbase of Non-Generals

Please explain your issue is in as much detail as possible.
Noticed it a few times, random characters get more powerbase from loyal cohorts and get disloyal. It happens even if they were never a general in their life.

Steps to reproduce the issue.
Not sure how to reproduce since it happens randomly.

I noticed this as well, but only for family heads, which you have angered too much and which at some point get "enraged" - the event pop-up for this speaks about troop mobilization (with the explicit hint on that it is not a civil war yet) and it past versions of IR those cohorts were running around on the map led by that character (which could be heavily exploited in various forms). Now it is handled in the way that those recruited troops seem to "stored" as loyal cohorts in the powerbase - to get "activated", when at some point a civil war should erupt.

I've also had this issue multiple times playing as Athens after the recent update; it's always happened after Athens' starting leader Pherikles Phereklid gets out of office at which point (I forget if he is a family head at the time or not) he starts gaining said non-existent loyal cohorts. It seems to continue to increase until he is receiving a modifier of loyal cohorts between +90 and +130 at which point it fluctuates up and down. It reliably happened every time I restarted as Athens until I began ostracizing him immediately after he gets out of office.

It is important to differentiate between loyal cohorts (raised troops on that map that are loyal) and loyal veterans (loyal troops that are not on the map,e.g. after disbanding a loyla unit).

Heads of a family can gain loyal veterans from family outrage events, in addition to that they can also scheme to acquire more loyal veterans.
I therefore assume that this is not a bug.
