IR - launcher can not find steam

Please select any/all DLC you have enabled.

Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
I have steam in offline mode and want to launch lancher to manage DLCs/mods manually (not using Steam). I get error Steam initialization failed. Is Steam running? and in details info that there is no steam_appid.txt in laucher folder. When I copy this file from game or binaries folder I get error that id is incorrect.
Steps to reproduce the issue.
Steam offline. Execute launcher manually.
