This does sound more like a tech support issue.
Please try the following:
(1) Double / Triple check that no mods or DLCs are active
(2) Verify files via steam
(3) Delete the user directory of the game (Users\<USER_NAME>\Documents\Paradox Interactive\Imperator) AND the game's steam folder (e.g. Games\steamapps\common\Imperator)
If this does not help, please contact tech support in the related subforum.
