Image in-game freezes, but there's still sound

My game just freezes as soon as I start a campaign, the sounds for clicking things still play, but nothing actually happens on screen.
Sometimes it even happens before I actually select a country, just moving the map. It doesn't crash but just visually freezes.
Steps to reproduce the issue.
Just load the game, click start a new campaign, and then either on the campaign map or in game it will freeze.
