I:R ‘Avenge Dionysios’ mission objective not completing

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
I've completed the requirements of the mission, however I have Herakleia Minoa as a client state, it seems an oversight that this wouldn't count for fufilling the objective's conditions.

Steps to reproduce the issue.
Complete preparing the ground, the conquer the region from Carthage, take Herakleia Minoa as a client state.
