Description of problem
I can cancel the construction of other nation's buildings

Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack
Do you have mods enabled?
No
Please explain your issue is in as much detail as possible.
Pictures explain it all but when another nation is constructing a building in a certain city, I can click on that city and right click on the building to the left of the "Great Wonders" button and cancel the construction. The AI will then choose to build something else
Steps to reproduce the issue.
1) Click on a city of any other nation besides yours that is constructing a building
2) Hover your mouse over the building icon at the bottom of the UI, to the left of the "Great Wonders" button
3) Right-click on the building icon
