Holdings Power Base Incorrect on Startup

Please explain your issue is in as much detail as possible.
When you load a save, or start the game up, if a character has holdings it gives them +10.00 Power Base for each holding. After the first month tick, it re-adjusts to a different value. This issue was in 1.2 as well as 1.3. This power can trigger events before it re-calculates it.
Steps to reproduce the issue.
Give a character a holding.
Save the game.
Load the game.
Check their power base.
Play 1 month.
Check their power base.
