Description of problem
Holdings can only be given out if free slots existed prior month

Please select any/all DLC you have enabled.
Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
If you dotn ahve any holding slots, but create one from moving or taking slaves, you are not able to give it to a character until the game next updates your "possible holding" count. (seems to be once per month or less)
Steps to reproduce the issue.
play a country with no or few holdings. give any of the m out, then wait a month, move slaves to ahve up to 10 in a settlement or city to create a new slot -> try to give it away. pic related.
