Description of problem
Hardlock on Starting New Game

Please explain your issue is in as much detail as possible.
As described in the title, my issue is simply that the game hardlocks when I try to enter the new game selection screen while loading.
The game will just stay on a single loading screen (not changing images) making no progress untill it will eventually "minimize" the loading screen to a tiny part of the screen at the top left of the window.
Windows then gives me the good ol' "not responding" message if I try to interact with it, and the game will just stay like this. I've tried waiting for up to about 30 minutes with nothing happening.
I can make the minimizing happen faster and also the "not responsive" message appear faster by alt+tab-ing out, and alt-tab-ing in again or by clicking the window (at which point it will minimize and the problem will have started).
The loading message at the top right says "joining server" (in spite of all of this being in single player).
- After testing, the amount of displays doesn't affect the issue, windowed/borderless/fullscreen doesn't affect the issue, nor does resolution.
Without knowing anything about it, it almost seems like it's doing a set of completely wrong instructions when trying to start a new game. Connecting to a server, minimizing the game, and maybe even trying to start a game without any chosen nation. but that's purely guesswork on my part.
I can load saves just fine, however trying the tutorial also crashes in the exact same way. The issue started suddenly after I had played a short game and wanted to start a new one. It wasn't introduced with any update, but it persists in spite of verifying integrity and reinstalling. I have tried it many times by now on seperate days and before/after trying everything that I have thought of as possible solutions.

Windows 10
Ryzen R5 2600.
GTX 1650 SUPER.
16 GB RAM.
