Greyed Income-UI in Economy

Please select any/all DLC you have enabled.
Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
The Income-section of the Economy-UI is greyed out like once before just tributes were when you have none - but I have income of course and are also able to change Taxation.
Steps to reproduce the issue.
Start game, play a country, Shortcut F6 (Economy) -> look on Income-Section
