Grand Temple building is supposed to increase province loyalty by 0.05 per month. Instead the monthly province loyalty bonus appears to poof into the aether. The grand temple does reduce unrest from its happiness bonuses, until it reaches -0.0 per month for a city.

See attached screenshot for an example. When Barium has a grand temple, it lowers monthly province loyalty by -0.02; when temple is destroyed, it lowers monthly province loyalty by -0.04. Works for all provinces.Steps to reproduce the issue.
Start the game.
Check province loyalty.
Build grand temple.

You seem to misunderstand the building modifier. I am relatively sure that it is called "local loyalty bonus" the "local" part meaning it refers to the territory not the province. You can see the territory loyalty effect in the info window. You can even see the effect in your screenshot, the temple doing it's job. What happens, is that the modifier itself get weighted by the percentage of population the territory has in relation to the province.

Thanks for the correction. Looks like this bug report should be for atrocious terminology rather than an actual bug. Granted, this is expected given that Imperator uses percent, percentage points, and flat points interchangeably. Which is probably a crime against humanity.

The tooltip for Great Temple says: "Territory Provincial Loyalty: +0.05" A bonus to Provincial Loyalty logically should be modifying Province Loyalty. There isn't a value for territory loyalty as such. Just territory unrest and how much it modifies it modifies provincial loyalty each month.

The Great Temple bonus is actually a bonus to territory unrest and should probably read "Territory Unrest Reduction: 0.05" This would make it clear that the Great Temple isn't boosting loyalty, but rather reducing unrest, and doing so on a territory level at the city where it's built rather than at the province level.

The Great Temple affects loyalty, not unrest. Both values exist next to each other in the territory summary. You can check the effect of the Great Temple there and see that it works exactly as the game describes it.

In maybe easier terms:
The effect on province loyalty is 0.05 * number of pops in territory / number of pops in province.

It has nothing to do with unrest.
