Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
one of the missions about the pearl of "X region" that asks you to build 2 grand theaters but the game only lets you build 1

Happens in a couple of places. Especially the "develop xyz" missions are affacted. (i.e. develop magna graecia)
Happens also with grand temples and grand theatres.

I played as rome and finished the mission without having to do anything like that, so not all nations seem to have it

The building required in mission is random, if it requires something like training filed then it runs without any problem, but other times it requires building with a limitation in 2.0 like grand theater.

Yeah. I just got one in another game which I cant complete
